Public Safety busier; arrests, citation numbers up

Two student arrests this weekend brought the semester's total to six.

Associate Director of Public Safety Angela Nally confirmed the arrests of freshman Jose Garcia and sophomore Scott O'Neil. Garcia was arrested Sunday morning around 1 a.m. behind Lucy Hall. He was charged with minor in consumption, public intoxication and false informing.

Public Safety assisted the Greencastle Police Department with O'Neil's arrest Saturday morning. O'Neil was involved in single-vehicle accident on Bloomington Street, causing minor damage to property, Nally said. He was arrested around 2 a.m. for driving under the influence, minor in consumption, false identification and possession of drug paraphernalia.

The arrests are part of an increase in activity for Public Safety this semester. Nally said Public Safety made two student, alcohol-related arrests for the duration of the 2006 fall semester - not including assists to the Greencastle Police Department. With this year's total already to six, Nally said Public Safety has been busier this year than last. She said, though, the arrest numbers were not out of the ordinary, noting the spring 2007 semester, which had five alcohol-related arrests.

"I guess you could say it's [busier] than it was last year," Nally said. "But it's not to the point where it's significantly above the parameters of what's been normal in the past. If we continue to see some more activity that could be concerning, we'll have to address that."

O'Neil's charge of driving under the influence marks an increase in the number of citations for alcohol violations given in public areas. Nally said public citations, given for traffic arrests, DUIs and incidents outside of campus, have increased from six in fall semester last year to 22 so far this semester. The number of residence hall citations for this year is 13, compared to 14 for the fall 2006 semester.

Nally said an increase in the number of students on campus could be a factor in the increased Public Safety activity. She also said during the fall semester new students may be less aware of Public Safety's role and therefore more blatant about alcohol use.

"There's always a learning curve at the beginning of school where people believe they can walk around and carry beer cans," Nally said.

Both Garcia and O'Neil declined to comment.
